What is ISF?
ISF (Importer Security Filing) is a document required by CBP for all ocean cargo entering the United States. Often referred to as “10+2,” it includes:
- 10 data elements provided by the importer
- 2 data elements from the carrier
The purpose: to give CBP advance notice of what’s entering the country, allowing for better risk targeting and supply chain security.
Who’s Responsible for Filing?
The responsibility falls on the importer of record or their authorized customs broker.
You must submit an ISF for each shipment—at least 24 hours before the vessel departs from the last foreign port of export.
If your broker or freight forwarder is handling your shipments, make sure they’ve been explicitly authorized to file on your behalf. Missing or misfiled ISFs are still your liability.
Why Timeliness Matters
CBP is no longer lenient on ISF violations. Today, penalties of $5,000 per infraction are being enforced—whether due to late filing, inaccurate data, or failure to file altogether.
Common mistakes include:
- Incorrect or incomplete container stuffing location
- Wrong ship-to party
- Late submission (even by a few hours)
- Missing or incorrect HTS codes (minimum 6-digit level required)
