The mandatory eFiling deadline for most imported consumer products is now less than a year away – scheduled to take effect on July 8, 2026. This means that importers will be required to electronically file Certificates of Compliance for regulated consumer products starting on that date. The eFiling requirements will apply to products imported from Foreign Trade Zones (FTZ) beginning on January 8, 2027. Refer to the eFiling Final Rule published on January 8, 2025, for the official announcement of these requirements.

🎉 Big News!

CPSC’s Product Registry development team recently deployed eFiling Product Registry 1.12 which includes several new key features and improvements. Authorized users can now certify product certificates during bulk uploads via API or CSV. The update also improves lab/testing data handling, allows deletion of empty Product Collections, and includes minor bug fixes for a smoother user experience.

CPSC recently published an eFiling guidance document for FTZ operators and users containing important process steps for providing required product certificate data using the CPSC message set in U.S. Customs and Border Protection’s (CBP) Automated Commercial Environment (ACE) system and additional considerations to best prepare for full implementation.

Self-Registration Now Open!

Self-Registration for the eFiling voluntary stage is now open! Importers can create their own Product Registry Business Account – no need to wait for CPSC approval. CPSC is administering an expedited sign-up process for the eFiling voluntary stage for importers who are eager to join the program! This streamlined process will increase the number of program registrants, reduce registration waiting times, and give participants more control over their registration.

Important: Self-registration will close once the 2,000-participant limit is reached, as outlined in the Federal Register Notice. CPSC continues to encourage all interested importers to register as soon as possible to secure their spot and become familiar with the eFiling systems prior to full implementation of the Final Rule on July 8, 2026 (for most regulated consumer products).

Office Hours

CPSC staff hosts biweekly eFiling Virtual Office Hour sessions for importers, trade partners, and other interested stakeholders to discuss eFiling program questions with the CPSC eFiling support team. Topics discussed include:

Product Registry Updates

Recent eFiling Product Registry updates include the following:

eFiling Product Registry 1.11 Features:

  • Trade Party Privacy: Business Account Administrators (BAAs) can now control who has permission to see the trade parties (i.e., Manufacturers, Testing Laboratories, and Points of Contact) that are uploaded to their account with the use of “private” Product Collections. BAAs can designate a Product Collection as “private” when creating a new collection to ensure that trade parties subsequently added to the collection will only be visible to users granted access to that specific collection.
  • Expanded Product Name Field: The “Product Name” field now supports up to 250 characters.

eFiling Product Registry 1.12 Features:

  • Product Certification During Bulk Upload: Authorized users can certify product certificates as part of the bulk upload process (via API or CSV).
  • Testing/Lab Data: Updated handling of testing/lab data, including allowing for duplicate laboratory entries as well as the (optional) labeling of component parts testing.
  • Deleting Product Collections: Users can now delete empty Product Collections.
  • Miscellaneous: Several other minor bug fixes.

These enhancements improve usability and performance, making it easier for importers and their trade partners to manage their product data! CPSC encourages Product Registry users to check the Product Registry Change Log regularly for new features and improvements as well as known issues and bugs that the development team plans to address in future application updates.

As the eFiling voluntary stage progresses and full implementation approaches, it is imperative that importers and their trade partners understand requirements and proactively prepare. Here’s what your business can do now!

  1. Register for the eFiling voluntary stage.
  2. Sign up for a Software Development Account if your business intends to bulk upload data via the Application Programming Interface (API).
  3. Attend eFiling Office Hours to get your eFiling program questions answered.
  4. Review the eFiling training materials to prepare for the eFiling voluntary stage and full implementation.
  5. Build a strong understanding of eFiling requirements to assess your business’ readiness.
  6. Join the eFiling mailing list to receive important eFiling announcements from CPSC.
