Part I – Transpacific Rates Trend & Market information
Part I – Transpacific Rates Trend & Market information
On the demand side, the current US-China tariff truce has been extended to January 10, 2027. To avoid new tariff exposure, some shippers are likely to move cargo early so it arrives in the U.S. before the new tariff policy takes effect on that date.
On the supply side, capacity tied up by congestion is starting to return as Chinese ports cleared part of their backlog during the National Day shutdown. Congestion is easing at Shanghai, Ningbo and Shenzhen, where a run of typhoons between July and September closed ports and left vessels waiting up to two weeks. Some delays remain, but conditions have improved considerably. Average vessel waiting time in Shanghai is now three to four days, and Ningbo is averaging about two days.
Carriers are also speeding up their return to the Red Sea and Suez Canal, with a full return to the Suez route expected by the first quarter of 2027. Main carriers began regular westbound Asia-North Europe services through the Suez this week. As capacity is released from the longer route around the Cape of Good Hope, more of it is expected to flow indirectly to the Transpacific, and extra loaders are already being added on Transpacific services for November.
Rail delays at Los Angeles/Long Beach
Rising import volumes at U.S. container gateways have strained railroad capacity at Los Angeles/Long Beach and created a shortage of railcars. Delays of up to three weeks are being seen in getting containers onto rail ramps out of LA/Long Beach. Transloading is worth considering as an alternative to reduce delays and protect supply chains from disruption.
Carrier fuel surcharges rise for November
Most carriers will raise their fuel surcharges from November 1st, including standard bunker and inland fuel surcharges. Increases range from $44 to $260 per FEU, depending on carrier and service. Carriers point to rising diesel prices, with the 13-week average up more than $0.10 per gallon, adding cost to linehaul, drayage, depot and first-mile transportation. The exceptions are CMA, MSC and Hapag-Lloyd, which adjust BAF quarterly.
India-US Ocean Market update
Space Situation – USWC / USEC
For the US West Coast, space remains tight on some services, especially where transshipment connections and vessel schedule disruptions limit onward capacity. There is a risk of rollovers on certain sailings, and our recommendation is to provide us your capacity needs well in advance to allow us to confirm space and equipment with the carrier. For the East Coast, space is normal, although availability varies by carrier, service and destination.
Equipment availability at the major Indian ports, including Nhava Sheva and Mundra, is generally manageable, but specific equipment types and inland locations may see shortages. Recent issues with empty-container handling at Mundra may also affect equipment positioning and pickup. We mentioned booking as early as possible already, and this allows us to check availability of 20′ GP, 40′ GP and 40′ HC equipment especially for inland cargo and time-sensitive shipments.
Congestion and schedule disruptions across the Indian Subcontinent and transshipment hubs may affect connecting services, with Colombo a particular point of attention for cargo that depends on transshipment. Blank sailings and service changes remain a risk during this period.

- ONE – EC and WC space remain tight. Since October 1, a cancellation fee applies to any booking cancelled more than 24 hours after the booking confirmation is received.
- MSC – USEC, Gulf and Canada follow weekly allocations. There is no TPP feeder to Long Beach in Week 44; the next sailing is November 6.
- WHL – Mother vessel shipments may face a 2 to 3 week delay or rollover due to the current unstable situation. Port Klang to WC: next available sailing November 4. Port Klang to EC: next available sailing November 6. Pasir Gudang to USEC: November 2 for small volumes; the November 6 and 13 sailings will omit Singapore. Pasir Gudang to WC: next available sailing November 6.
- ZIM – ZXB has a 19-ton weight limit per 40HQ (including container tare). Z7S returns to the Suez route from MK7/6W, ETD Singapore November 3. ZIM is offering USD 7,880/20GP including OWS until November 14, Port Klang to Savannah only, on vessel ACJ/18E via the ZXB service.
- COSCO – Expect rollovers of at least 3 weeks at transshipment ports unless shipping on a direct vessel from Port Klang.
- HPL – FAK space is allocation-controlled; extra space may be available through online QQ-Spot.
- East Malaysia – Serious equipment shortages, with weight controls in place. 40HC equipment is also tight at Pasir Gudang for COSCO, HMM, MSC and ONE, but alternative depots for empty pickup can generally be arranged within one day (around two days for ONE).

- The main Philippine gateways are dealing with empty container congestion. The Philippine Ports Authority says its terminals are running with historically low container dwell times (5.4 days on average), but a severe shortage of off-dock depot capacity has created a major bottleneck. Truckers cannot return empty containers, which ties up their fleets, reduces trucking capacity and slows the pickup of import cargo. Imports are also far outpacing exports. Yard utilization at Manila International Container Port (MICP) has been under heavy pressure, and the Port of Manila and Batangas Port report high container volume ratios.
- MSC – Vessel omissions in the Philippines: MSC CARLA III HS646R, MSC ALIZEE III HU644R and MSC MAKALU III HU645R.
- Weather – Hot and mostly cloudy in Metro Manila, with a high of 33°C (feels like 38°C) and a 55% chance of light daytime rain from localized thunderstorms. PAGASA expects partly cloudy to cloudy skies with isolated afternoon or evening showers across the country this week.
